Although the church was originally at Fort Steilacoom, and later moved to historical Steilacoom, this photo was probably taken by, or on hehalf of, a Western State Hospital staff member.

Western State Hospital for the Insane
State Medical Certificate awarded to Nathaniel J. Redpath on Feb 24,1893. Dr. Redpath practiced at Western Washington Hospital for the Insane, later to be renamed without the "for the Insane".
Western State Hospital for the Insane
Dr. John Wesley Waughop who practiced medicine at the Western State Hospital for the Insane. He was superintendent during part of his time at Western State. Waughop Lake in Lakewood is named for him.

Western State Hospital Baseball team. Their jerseys say "Fort Steilacoom", but the fort had been abandoned long before this photo was taken.
